The Education Accord NL has released its final report, which will help transform and modernize Newfoundland and Labrador's education system.
The 10-year vision includes 110 calls to transformation that prioritize seamless transitions across the system, promote a learner-centric educational ecosystem, and embrace technology to prepare learners and educators for the opportunities and demands of the future.
Led by Dr. Anne Burke and Dr. Karen Goodnough, the Education Accord was informed by dialogue, consultation, and knowledge-sharing of diverse perspectives through an extensive engagement and consultation process. Input and engagement from content experts, focus groups, teacher working groups, key informant meetings, Indigenous Governments and Organizations, symposia, a public survey, and written submissions all shaped the development of the Education Accord.
Their work focused on four pillars:
- Health and well-being in education environments.
- Early learning and childhood development.
- Education engagement and transformation in K-12.
- Post-secondary education and learning across the lifespan.
The report can be viewed online here. Printed copies will also be made available within the Newfoundland and Labrador public library system.

Quotes
"The Education Accord presents a powerful opportunity to reimagine and improve our education system for every learner in Newfoundland and Labrador. With 110 calls to transformation, the Education Accord reflects many voices and ideas of people across our province. I look forward to a fulsome analysis of the calls to transformation as we explore the next steps and determine how best to move forward in supporting learners at every stage of life."
Honourable Bernard Davis, Minister of Education and Early Childhood Development
"Creating the provincial Education Accord has been an enormous challenge and at the same time it has been a privilege and honor to work alongside educators, administrators, learners, Indigenous partners and community organizations. This 18-month journey has brought forth key insights from these stakeholders which inform the Accord's comprehensive 10-year road map which calls for a more integrated and collaborative system. Importantly, the Accord acknowledges that education must respond to all learners and families and provide support in a sustainable holistic way. Finally, the Education Accord NL represents the voice of the people, calling for modernization of our education system for the benefit of all Newfoundlanders and Labradorians, so that all our learners of every age can grow and thrive in an ever-evolving society."
Dr. Anne Burke, Education Accord NL Co-Chair
"Since the launch of the Education Accord in January 2024, I have had the privilege of contributing to the development of a comprehensive education accord that spans the full continuum of learning, from early childhood through post-secondary and into senior education. Grounded in extensive community and stakeholder engagement, this initiative reflects a collective commitment to transformative change in education. The process demanded deep collaboration, thoughtful dialogue, and a shared vision for inclusive, lifelong learning. It stands as a testament to what can be achieved when diverse voices come together in pursuit of a common purpose."
