SCHOOL DISTRICT NO. 43 (COQUITLAM)
Cities of Coquitlam, Port Coquitlam, and Port Moody Renew Master Joint Use Agreements with School District 43

February 28, 2025

The cities of Coquitlam, Port Coquitlam, and Port Moody, in collaboration with School District 43, are pleased to announce the renewal and update of the Master Joint Use Agreements. These agreements provide a comprehensive framework for the optimal utilization of local resources, ensuring that facilities, land, equipment, and programs are of benefit to the entire community.

Background:

For many years, the Master Joint Use Agreements have guided the shared use of joint sites, that benefit both the cities and the school district. The renewed agreements underscore a long-term commitment to collaborative planning, acquisition, development, operation, renewal, and use of these facilities. The updated agreements consolidate all rules for joint use sites into a single, accessible document, simplifying information sharing for current and future staff. Each agreement spans five years, with an option to renew for an additional five years, providing all parties with predictable financial responsibilities. These agreements formalize existing processes and protocols, encouraging cooperative projects between the cities and the district, such as shared ownership sites. Additionally, the agreements promise improved playing surfaces and effective community allocations of public facilities.

Coquitlam Specific Information:

The agreement covers 22 school district and/or park sites within Coquitlam, including the internal space use of the Activity/Community Centre areas. A new provision gives the city priority access to offer after-school programming in elementary and middle schools. Future agreements will be added as addendums. Note that Pinetree Secondary has separate agreements with both the City of Coquitlam and Douglas College and is not included in the Master Joint Use Agreement.

Port Coquitlam Specific Information:

The agreement encompasses six school district and/or park sites within Port Coquitlam. It introduces the potential for after-school programming in elementary and middle schools and includes amended language to facilitate additional community use of the Terry Fox Theatre. Additional city-maintained washrooms on school district sites are also included.

Port Moody Specific Information:

The agreement covers nine school/park sites within Port Moody, including elementary, middle, and secondary schools. Additionally, the agreement includes language for community use of City-maintained washrooms at certain joint school district sites. Plans are underway for a partnership to renovate the Port Moody Secondary School tennis courts - this will be included as an addendum to the agreement at a later date. Heritage Woods Secondary School/North Shore Community Park has a separate agreement with the City of Port Moody that is included as an appendix to the Master Joint Use Agreement.
