STAR Catholic Trustees Urge Federal Ban on Vape Products to Protect Youth

May 23, 2025

The Board of Trustees for STAR Catholic School Division has called on the federal government to take urgent action to ban vaping products to protect the health and well-being of youth across Canada.

In a letter addressed to the Honourable Demetrios Nicolaides, Minister of Education, and Honourable Rick Wilson, Minister of Mental Health & Addiction, the trustees expressed concern over the rising use of vape products among students and the growing health risks associated with nicotine addiction and exposure to harmful chemicals.

"As educators and leaders, we are witnessing firsthand the negative impact vaping is having on our students," said Board Chair Donna Tugwood. "Addiction, respiratory issues, and disruptions to learning are just some of the consequences we're seeing. It's time for stronger federal measures to address this crisis."

Citing the most recent Vaping Compliance and Enforcement Report (April 2023-March 2024), the board highlighted that 38% of specialty vape shops inspected by Health Canada were found to be non-compliant with federal regulations an increase from 35% the previous year. Trustees argue this trend demonstrates the urgent need for stricter controls and enforcement.

In their call to action, the Board outlined key recommendations:

  • A ban on the sale of all vaping products to minors
  • Stricter regulations on packaging and marketing to reduce youth appeal
  • Comprehensive education and prevention programs in schools
  • Increased enforcement to ensure compliance among retailers

The trustees emphasized its commitment to creating safe and healthy environments for students to learn and grow. However, they say this mission is increasingly at risk due to the widespread accessibility and youth-targeted appeal of vaping products.

"We respect individual rights, but we must prioritize the health and future of our youth," Tugwood added. "We urge both provincial and federal leaders to act swiftly and decisively to protect young Canadians from the dangers of vaping."

The Board hopes this advocacy will contribute to a nationwide movement to address what they describe as a growing public health crisis among youth.
