The Regroupement national des directions générales de l'éducation (RNDGE) is delighted to announce that the 2025 Edgar Gallant Award is being presented to Monique Boudreau, Superintendent of the District scolaire francophone Sud (DSFS) in New Brunswick.

Each year, this award recognizes the outstanding contribution of a superintendent whose dedication and leadership have made a significant impact on French-language education in a minority context in Canada.

A highly respected and influential figure, Monique Boudreau has devoted more than 30 years to the field of education. Superintendent of the DSFS since 2013, she previously held a range of key roles including teacher, vice-principal, learning specialist, director of education, and executive director of learning. She has demonstrated unwavering commitment to student success and to the advancement of French-language education, not only in the greater Moncton area but throughout New Brunswick and across the national francophone education network. 

Ms. Boudreau currently serves once again as Chair of the RNDGE, a position she previously held from 2018 to 2021. Under her past and current leadership, the RNDGE has achieved several important milestones, including:

  • Successful advocacy with federal, provincial, and territorial governments to better regulate youth access to vaping products;
  • Calls to the federal government for improved access to high-speed Internet in French-language schools across Canada;
  • The launch of a mentorship program to better support newly appointed superintendents.

For the past eight years, Ms. Boudreau has also played an active role in the Comité tripartite and the Table nationale sur l'éducation, two national consultation forums focused on French-language education in minority settings. Her contributions have helped raise awareness among decision-makers and education stakeholders about issues such as inclusion, equity, and diversity in francophone schools, and about the importance of engaging pedagogical approaches that foster student learning and participation.

Ms. Boudreau holds a Bachelor's degree in Education and a Master's in Teaching from the Université de Moncton. She serves on the Board of Directors and the Advisory Council of the EdCan Network. Her work has been recognized with several honours, including the Prime Minister's Award for Teaching Excellence (2004), the Rotary Club of Moncton's Resilience Award, and the Queen Elizabeth II Platinum Jubilee Medal. In 2023, she was named one of the ten most influential francophone figures in New Brunswick by L'Acadie Nouvelle.

"It is with great humility that I accept this award, which I share with all those who work every day to advance French-language education in minority settings. This recognition speaks to the power of collaboration: when we work together, we have the ability to meaningfully transform the student experience. It also highlights the importance of collective leadership it's not only about leading, but also about listening, supporting, and building a better future for our francophone students in minority communities," said Ms. Boudreau.

The Edgar-Gallant Award, established in 2002, honours the memory of Edgar Gallant, a respected public servant and seasoned administrator. Mr. Gallant served in the federal Public Service, distinguishing himself in Canadian international and intergovernmental economic relations. He was instrumental in establishing school governance rights for French-speaking minority communities in Canada. Edgar Gallant passed away in 2019, leaving a lasting legacy in the field of Francophone education. 

The RNDGE proudly recognizes the exceptional career of Monique Boudreau, an inspiring leader whose vision and dedication continue to shape the future of French-language education across the country.
