VP, Academic Colleen Vaughan named Interim President

The Justice Institute of British Columbia's (JIBC) Board of Governors is pleased to announce that Colleen Vaughan, currently Vice-President, Academic, has been appointed as Interim President and CEO, effective January 1, 2024.

This summer, current President and CEO Dr. Michel Tarko informed the Board that he would be leaving the role December 31, 2023, after serving JIBC for more than 14 years.

"JIBC has thrived under Michel's leadership, adapting to new challenges in post-secondary education and the changing needs of BC's public safety professions," said Maria Preovolos, Chair of the Board. "As we begin our search for his successor, we're pleased that Colleen has accepted this appointment. With more than 30 years of experience at JIBC, she has extensive knowledge of learners' needs and the professions we serve." 


Vice-President, Academic Colleen Vaughan has been named Interim President effective Jan. 1, 2024 until the appointment of a new President and CEO.

Ms. Vaughan joined JIBC as an instructor for the Corrections & Community Justice Division in 1991. Since then, she has held positions as a program manager, program director and director in the Emergency Management Division. In 2013, she was appointed Dean, School of Public Safety and became Vice-President, Academic in 2017. She has a Master of Education from the University of British Columbia.

In addition to her educational roles, Ms. Vaughan has been involved in emergency and disaster responses throughout British Columbia and the state of Georgia. She has been honoured as JIBC Instructor of the Year and as a nominee for the YWCA Women of Distinction Awards. She also received a National Institute for Staff and Organizational Development Excellence Award for teaching from the University of Texas.

"Michel and Colleen have worked together for many years and her appointment ensures there will be no loss of momentum in advancing JIBC's strategic priorities," added Preovolos. She will continue as Interim President and CEO until a successor to Dr. Tarko is appointed.
