The rapid growth in the number of international students in Ontario over recent years was significantly driven by enrolments at public colleges through Public College-Private Partnerships (PCPPs). This type of institution has been in existence in Ontario since 2005, but enrolments increased dramatically starting in 2019. HEQCO's latest report questions the alignment between PCPP offerings and Ontario's labour demands.
Although recent changes to federal government legislation mean that PCPPs in their current form will likely dissolve, questions related to the intersections of international education, the labour market and immigration pathways are relevant for government, postsecondary institutions and international students.
