New ENAP- Polytechnique Montréal DESS in the Management of Systems and Complex Projects for Public Interest

Polytechnique Montréal and the École nationale d'administration publique (ENAP) have announced the creation of a new joint graduate diploma (DESS) in the Management Of Complex Systems And Projects For Public Interest.

This 30-credit program has been designed for those who work the interface between public administration and engineering firms, and who wish to understand the social, economic, technological, organizational, political, and ethical issues related to projects that are technically intensive and fit into an optic of public interest.

The program will equip students to understand the logic of political decisions and the management of complex systems and projects for public interest, as well as make quality decisions and manage the risks of such systems and complex projects. It will also equip students to select the institutional agreements that make it possible to integrate, throughout the process, civil society's various stakeholders - going beyond typical central stakeholders such as governments and engineering firms.

Philippe A. Tanguy, Polytechnique Montréal President, commented: "Public administration and engineering are complementary fields that benefit from being taught together. An engineer working for an engineering consulting firm who responds to a call for tenders to build a hospital, has a definite interest in mastering the functioning and processes of public decision-making, regulatory environments, and public governance practices. Likewise, a lawyer employed by a ministry who drafts a call for tenders for a project with a great deal of technological content must understand the language of engineers and the technical and economic constraints of production."

Mr. Tanguy also added that, "The management of complex systems and projects for public interest requires excellent skills in both spheres of specialization, hence the interest in and scope of this joint program, which is unparalleled in Québec."

ENAP President Guy Laforest is enthusiastic about this first fruitful collaboration with Polytechnique Montréal. "This new joint DESS with Polytechnique Montreal comes at exactly the right time, as public interest projects multiply and become more complex both here and globally. By joining forces, we will equip those who wish to be a part of tomorrow's exciting challenges of managing public initiatives that will shape the world of tomorrow," notes Mr. Laforest.

At Polytechnique, those who are responsible for teaching the DESS in the Management Of Complex Systems And Projects For Public Interest are Full Professor Marcelin Joanis from the Department of Mathematics and Industrial Engineering, and Associate Professor Benoît Courcelles from the Department of Civil, Geological, and Mining Engineering.
